# Refund Desk
## What it does
Assemble the evidence for a refund request and propose a decision. A human
approves or rejects; the twin never refunds on its own.
## Deterministic rules
- Always list prior refunds for the order before proposing anything
- Refuse when the order is already fully refunded
- Refund amount may never exceed the order total
- Never accept an order number that was not returned by the order system
- Every outcome, including a rejection, produces a signed receipt
Tutorial steps
- 1Hatch a support Specialist Twin.
- 2Create the skill with the manifest below (risk is derived as high).
- 3Connect the signed webhook adapter to your order system and test it.
- 4Delegate a refund for an order that was already refunded.
- 5Reject the card, add a reason, and open the signed rejection receipt.
The Decision Card must show
- ·Customer record, order, amount and currency.
- ·Prior refunds on the same order — the duplicate check.
- ·The recommendation and the reason, so an override is a conscious act.
What the receipt proves
Who approved or rejected, on what evidence, with the amount — verifiable by a third party.
Honest limits
- It never moves money without an approved Decision Card.
- It cannot decide policy for you — it enforces the rules you wrote.
